Dubai villa owners planning a renovation must sort every planned task into the correct regulatory category before instructing a contractor. Antonovich Group, the villa renovation company in dubai with in-house joinery and licensed construction, has delivered more than 500 projects in over 20 years. Repainting a majlis and repairing a cracked beam fall into different categories, and the category decides which approvals apply and who may carry out the work. Dubai Land Department figures show 132,576 sales registrations this year, so many new owners face this question soon after purchase.
Dubai Municipality Administrative Resolution No. 109 of 2022 sorts maintenance works into three categories: basic, structural and specialised. Each has its own permit, contractor and completion certificate rules, so list every task in your scope and place it in a category before you sign a contract.
- Sort every task before you sign: painting, floors, doors and suspended ceilings are basic maintenance, but only a Dubai Municipality pre-qualified contractor may do them.
- Cracks in the main structure need a self-issued permit; subsidence, beam cracks or any change to the structure need a Dubai Municipality approved permit and laboratory tests.
- On a newly built villa, check the handover and completion certificate dates before paying for a defect repair, because the developer may still be liable.
- Do not rely on the 100 square metre decoration rule: it is written for commercial units, not private villas.
What counts as basic maintenance in a Dubai villa?
Basic maintenance preserves a building by repairing non-structural defects. Under Article 1 of Resolution 109 of 2022, interior and exterior painting, replacement of floors, doors and suspended ceilings, and maintenance of electrical works, sewerage, sanitary installations, air conditioners, fire-fighting systems and sanitary pipe insulation fall into this category (Dubai Legislation Portal). None of these works needs a Dubai Municipality permit or a Certificate of Completion.
Article 2 of the same resolution requires a Dubai Municipality pre-qualified contractor for all basic maintenance. Architectural or structural alterations that could compromise the safety of the building or its facades are not allowed, exterior paint colours must blend with the surroundings and be authorised by Dubai Municipality, and planning rules, public safety conditions and Civil Defence requirements still apply.
When does a villa repair need a self-issued permit?
Cracks in the main structure and defects in external facades count as structural maintenance (Articles 1 and 3 of Resolution 109 of 2022). A consulting engineer or pre-qualified contractor applies for a self-issued permit in the Dubai Building Permit System, with photographs of every defect, the proposed repair and its materials, and the fee. The Certificate of Completion is self-issued in the same system.
Ask your contractor for proof of pre-qualification before any structural repair begins. Read approvals and contractor checks before renovating a Dubai villa so that the paperwork matches the physical scope: under Article 5 Dubai Municipality audits maintenance works across the emirate and takes action against violators.
Which repairs require full DM approval and laboratory tests?
Subsidence, cracks in ceilings, beams or columns, fallen concrete cladding, heavy rust in reinforcing steel and any change to the main structure are specialised maintenance (Articles 1 and 4 of Resolution 109 of 2022). A consulting engineer or pre-qualified contractor applies for the permit, submits drawings for approval, and has the concrete and reinforcing steel tested in a laboratory before work starts. The Certificate of Completion follows Dubai Municipality approval.
If your scope reaches this level, see how to compare Dubai interior design proposals beyond the headline fee, because engineering calculations and laboratory tests belong in the quotation. Dubai Municipality also gives initial approval for a design concept before final works, through its Dubai Municipality services portal.

Does the 100 square metre decoration rule apply to villas?
No. Administrative Resolution No. 85 of 2019 requires a permit for decoration works above 100 square metres, but it applies to a “structural unit”, which Article 1 defines as an area of a building designated for commercial, professional, industrial or office use and licensed as an independent business unit. A private villa does not fit that definition, so do not plan around the 100 square metre threshold for a home.
Dubai Municipality also lists a self permit for decorative works in building units over 100 sqm, with conditions. Ask your contractor to confirm in writing which route covers your villa. Test every task against the three maintenance categories above, and compare the resulting scope with scope gaps that distort custom kitchen quotations in Dubai.
What liability does a developer hold for a new villa?
In a jointly owned development, Article 40 of Law No. 6 of 2019 (Dubai Legislation Portal) keeps the developer liable for ten years from the project completion certificate for structural defects, and for one year from handover for defective mechanical, electrical, sanitary and sewerage installations. Before you pay for a repair on a newly built villa, check the handover date and the completion certificate date.
Dubai Municipality issues the building completion certificate for permits that cover decor, modifications, adjustments and maintenance, so permitted works end with that document in your file. A defect found inside the developer’s liability period is a question for the developer first.
How do DEWA connections and swimming pools affect renovation planning?
A building contractor can get a free Dubai Municipality NOC addressed to DEWA for an electrical increase or an extra water or electricity meter, within two working days. A private swimming pool needs its drawings approved against technical, engineering and safety standards before construction starts.
If you rent the villa, the tenancy is registered through the Ejari system or the Dubai REST app, and the landlord must be the owner or hold a power of attorney, according to Dubai Land Department. The UAE government portal adds that DEWA sends the account number, deposit details and payment link once Ejari is issued.
